Selectmen’s Meeting  -  July 2, 2007

Present:  Chairman Weeks, Selectman Stockman, Selectman Duffy

I.  CALL TO ORDER:  Chairman Weeks called the meeting to Order at 9 a.m.

 

II. REVIEW/APPROVE MINUTES:  Chairman Weeks made a motion to approve the minutes of June 25, 2007 as corrected.  Selectman Stockman seconded.  Motion carried unanimously. 

 

Selectman Stockman made a motion to approve the Non-Public Minutes #1 of June 25.  The motion was seconded by Chairman Weeks, with all in favor.

 

Selectman Stockman made a motion to approve the Non-Public Minutes #2 of June 25.  The motion was seconded by Chairman Weeks, with all in favor.

 

Selectman Stockman made a motion to approve the June 25 work session minutes.  Chairman Weeks seconded the motion.  Chairman Weeks asked if the minutes were too brief.  Administrator Forrester advised that she according to the last article she read in Town & City, that minutes needed only to be a summary of the topic.  The Selectmen voted unanimously to approve the minutes.

 

Selectman Stockman made a motion to approve the June 29 work session minutes with corrections.  Chairman Weeks seconded the motion, with all in favor.

 

Selectman Stockman made a motion to approve the June 29 Non-Public Minutes.  Chairman Weeks seconded the motion, with all in favor.

 

III. DEPARTMENT UPDATE: Chief Shagoury was not available to present his department update.

 

IV. TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT: 1. Chief Thompson has been notified that the shed on the Dearborn property has been approved by the Selectmen to be burned; Thompson advised that an asbestos building survey needs to be completed first.  2. Forrester followed up with the DRA regarding FEMA funds and was advised that a public hearing would need to be held before expending FEMA funds; 3. Forrester advised that she had spoken with the Road Agent regarding the Hazard Mitigation Grant Program, getting required information for the Letter of Intent to the NH Department of Safety and will submit the paperwork today.  Selectman Stockman commented that he was against the FEMA strategy of mitigating problems, preferring that the State not do damage to the roads in the first place.  He would like to see proper maintenance being done. 4. Forrester spoke with the auditors to find out why they didn’t discover the posting errors in the General Ledger from 2005.  Per Grzelak and our Town Treasurer, the auditors would not normally pick up day-to-day transactions.  The accounts have now been corrected and everything is in order.  5. Chairman Weeks added to items to the Pending List: Followup on the tax map update and followup on current use relative to Blazick. 

 

V. SIGNATURE:  1. Community Bank & Trust’s Agreements to Secure Public Deposits.  2. Notice of appointment letter for Planning Board and Conservation Commission.  3. HEB Letter Agreement for Land Pond Road.  Selectman Stockman asked about the scope of work and cost of the project.  The Selectmen agreed that Chairman Weeks would sign the letter, but followup with Bergeron re: Stockman’s question and acceptable, the Letter Agreement would go out.  4. NH Electric Co-Op Pole Location Plan for New road.  5. MS-5 from Grzelak & Company.  Forrester had reviewed the document and will followup with Jim Roberge before sending out the document.  6. Revised letter of response to Bruce Piggot.

 

VI.  CORRESPONDENCE:  1. Susan Slack – new law office.  2. CIP 6/20/07 draft minutes.  3. Coalition Communities.  4. Complaint letter – Transfer Station.  5. VII. NEW BUSINESS:  1.  Chairman Weeks reported that she and Lloyd Wood had attended a meeting in Moultonborough to provide input on having a Budget Committee.  2. Jon Beaulieu read a statement to the Selectmen, formally withdrawing his name for consideration as a Planning Board member.  Mr. Beaulieu was disappointed that the Selectmen had advertised for volunteers but made appointments without considering all the candidates in a public meeting.  He asked that his statement be read into the minutes.  Chairman Weeks advised that the Select board had not done this in the past and did not want to set a precedent.  3.  John Simms presented the Selectmen with a copy of the Groundwater Discharge Permit Application for Wolfeboro.  He advised that he continues to monitor this project and will keep the Selectmen informed. 4.  John Simms advised the Selectmen that he had received a bill from the school district for the use of their facility for the meeting with Wolfeboro regarding the sewage project.  Chairman Weeks asked Forrester to followup with the school district on the bill, noting that we should not be charged for this.  5.  Selectman Stockman asked Mr. Simms to communicate with the Conservation Commission regarding their interactions with Wolfeboro regarding the sewage project.  There should be one point of contact representing Tuftonboro relative to this issue.  6.  Jon Beaulieu asked the Selectmen to speak with Chief Shagoury about the misuse of the handicap parking space at the Melvin Village Post Office.  The use of this space for handicapped people only needs to be enforced.  The Selectmen advised they will speak with the Chief.

 

VIII. ADJOURNMENT: Chairman Weeks adjourned the meeting at 10:05 a.m.
